Enabling Panchayats and village institutions to act for collective good
In rural Odisha, development often depends on institutions that work closest to people. Panchayats, village committees, and community groups influence how water systems are managed, public resources are used, and local priorities are addressed.
Yet these institutions do not automatically function well. Limited capacities, uneven participation, and weak engagement between citizens and local governments can make it difficult to respond effectively to community needs. Women, young people, and marginalised groups often remain underrepresented in decision-making processes.
Our work responds by strengthening Panchayats and village institutions, supporting local leadership, and creating opportunities for citizens to engage meaningfully in local planning, resource management, and collective decision-making.
How We Respond
Strengthening Citizen Participation
We help citizens understand local government processes, plans, and budgets so they can participate more effectively in public decision-making.
Advancing Local Convergence
We support communities and village institutions to bring together resources from Panchayats, government programmes, and other partners around locally identified priorities, while ensuring that vulnerable households are included.
Supporting Collaboration Across Institutions
We bring communities, Panchayats, and government departments together to address local priorities and make better use of available resources.
Developing Women Leaders
We equip women with the skills, confidence, and opportunities to take on leadership roles in Panchayats and village institutions.
Encouraging Youth Engagement
We create opportunities for young people to participate in local governance and community decision-making.
